Most States Use a Direct-Pay Digital Wallet

In most ESA states — including Arizona, Florida, Louisiana, Utah, and Iowa — funds sit in a digital wallet (ClassWallet or Odyssey) and are paid directly to your approved tutor when you authorize a purchase. You never pay out of pocket and never wait for reimbursement; the money moves directly from your account to the provider.

A Few States Still Use Reimbursement

• You pay the tutor upfront, out of pocket, at time of service
• You submit a receipt through your state's system afterward
• The state reimburses you, typically on a monthly cycle
• Montana's Special Needs ESA currently works this way
• Reimbursement timing can take days to weeks depending on the state

Why This Matters for Your Budget

If your state uses reimbursement, you need available cash flow to cover sessions before funds come back to you. If your state uses direct-pay, that's not a concern — but you do need to make sure your tutor is registered on the correct platform (ClassWallet vs. Odyssey) before booking.
